[Mnbird] Harlan's?

While censusing for Henslow's sparrows at Great River Bluffs State Park on
Tuesday in the field behind the headquarters, a bird soared high (roughly
2000 feet) over the field.  At first, it was obviously a red-tail with
mottled brown coloration, but then it turned and a distinctive white patch
was obvious on the tail above the rump.  I thought: rough-legged hawk! ...
and then realized it is late June, too late ...harrier! ... no, the tail is
spread like a buteo and harriers don't soar high (at least I have not seen
it).  My best guess is that it was a Harlan's red-tailed hawk.  But I have
never seen one before.  Let's hear from the raptor experts on this.
